Tobacco Harm Reduction (THR) offers a promising path forward, yet it requires the support of robust, progressive policies to reach its full potential. THR Uganda is at the forefront of advocating for such policies, aiming to ensure that safer nicotine alternatives are accessible, affordable, and properly regulated, ultimately leading to a healthier, smoke-free Uganda.
The Need for Policy Reform in Tobacco Harm Reduction
While Uganda has made significant strides in reducing smoking rates through traditional tobacco control measures such as taxation, advertising bans, and public smoking restrictions, these strategies alone are not enough to address the complexities of tobacco addiction. Many smokers, particularly those who are unable or unwilling to quit, need access to safer alternatives that can reduce their risk of smoking-related diseases. However, the current regulatory environment in Uganda does not fully support the availability and use of these alternatives.
Progressive tobacco harm reduction policies are necessary to bridge this gap. By incorporating harm reduction into national tobacco control strategies, Uganda can provide a more comprehensive approach to public health, one that acknowledges the realities of addiction and offers practical solutions for those struggling to quit.
THR Uganda’s Policy Advocacy Strategy
THR Uganda’s policy advocacy is centered on the belief that evidence-based, consumer-centered policies are key to reducing tobacco-related harm. Our approach involves several strategic actions aimed at influencing policy at both the national and regional levels.
Engaging with Policymakers:
THR Uganda actively engages with government officials, lawmakers, and regulatory bodies to advocate for the integration of tobacco harm reduction into Uganda’s national health policies. We provide policymakers with evidence-based research, expert opinions, and case studies from other countries that have successfully implemented harm reduction strategies.
Promoting Regulatory Frameworks for Safer Nicotine Alternatives:
A critical aspect of our advocacy work is pushing for the development of regulatory frameworks that support the availability and quality of safer nicotine alternatives, such as e-cigarettes, nicotine pouches, and heat-not-burn products. We advocate for regulations that ensure these products are safe, appropriately marketed, and accessible to adult smokers seeking alternatives to traditional cigarettes.
Public Health Campaigns to Build Support:
To build broader support for harm reduction policies, THR Uganda runs public health campaigns aimed at educating the public and creating awareness of the benefits of harm reduction. By mobilizing public opinion, we can create a groundswell of demand for policy changes that prioritize the health and well-being of smokers.

These partnerships help us stay informed about the latest developments in harm reduction and provide us with additional resources to strengthen our policy advocacy.

We organize policy dialogues, forums, and roundtable discussions that bring together stakeholders from various sectors, including government, healthcare, academia, and civil society. These events serve as platforms for sharing knowledge, debating policy options, and building consensus on the best path forward for tobacco harm reduction in Uganda.
Challenges and Opportunities in Policy Advocacy
Advocating for progressive tobacco harm reduction policies is not without its challenges. Misconceptions about nicotine, resistance from certain sectors, and the slow pace of policy change can all hinder progress. However, these challenges also present opportunities for THR Uganda to innovate in our advocacy efforts, engage in continuous dialogue, and provide the necessary education to shift perspectives.
The evolving nature of global tobacco control provides a unique opportunity for Uganda to become a leader in tobacco harm reduction in Africa. By adopting and implementing progressive policies, Uganda can not only improve public health outcomes but also set a positive example for other countries in the region.
